An inspection report with a roof problem rarely kills a deal. An unknown repair number does. This page shows you how to put a number on the table fast, and which permit questions to settle on day one, because the Indianapolis metro does not answer them the same way from town to town.

The deal stalls on the missing number, not on the damage

Once the inspector writes "roof" in the report, both sides need the same thing: what will it cost to fix? A seller with one bid has nothing to negotiate with. A buyer's agent holding one number from one contractor has to take it on faith.

So do not wait for the repair request to land before you ask for bids. Get a written scope of work for the roof and send that same scope to more than one contractor while the parties are still talking. Bids written for different work do not compare. Bids on one scope do, and they give both sides one document to discuss instead of a number with no source.

Otter Quotes creates the scope of work and sends it to local contractors, who compete with bids on that same scope. Your client compares the bids online, next to reviews and licensing information, with no salesperson in the home, then uses the numbers to schedule the work or to negotiate.

At this moment your client usually has no insurance estimate, because the damage was found by an inspection, not a claim. They can upload measurements they already have or purchase professional measurements for as little as $15, refunded if they complete a job on the platform.

What late fall changes about the roof

A roof replaced between now and spring is a cold-weather install. That is normal. The Asphalt Roofing Manufacturers Association says asphalt shingles have been used successfully in cold climates for over one hundred years, and shingle makers publish cold-weather steps. Owens Corning's bulletin applies at or below 40 degrees F. Makers describe stiff shingles that can crack, a factory sealing strip that may bond slowly, and hand sealing where the maker calls for it.

So the bid and the schedule both depend on the crew's plan for cold days. Have your client ask every bidder which shingle is on the bid, whether they hand-seal and where, and what happens to the start date if weather delays the job. The full question list and sources are in Can a Roof Be Replaced in Winter?

If a bidder says they are booked, ask for a start date in writing and what it depends on.

Settle the permit question first

The permit answer changes the timeline and the paperwork a buyer's side will ask to see. Below is what each place's own pages say. Where they say nothing roof-specific, we say so. Confirm with the building office before advising a client; rules change.

Indianapolis (Marion County). The Department of Business and Neighborhood Services (BNS) takes permit applications through an online portal and requires an account to apply. It licenses contractors in the consolidated city, citing a section that requires anyone doing construction work to be a listed contractor, and says that does not include the excluded cities of Lawrence, Beech Grove, Speedway and Southport. We found no re-roofing statement on the BNS pages, so ask BNS whether the job needs a permit. (indy.gov/activity/residential-development-permits, /apply-for-permits-online, /contractor-licenses)

Zionsville. The Town's official roofing FAQ says a permit or inspection is required when replacing roof shingles, and that not installing per the manufacturer's instructions is a code violation. It has a separate re-roof permit application, which asks whether the new roof goes over an existing one and, if so, how many layers are there. A Town permit does not replace Homeowners Association approval. (zionsville-in.gov/DocumentCenter/View/2283/Roofing-FAQ, /DocumentCenter/View/162/Re-Roof-Permit-Application-, /234/Permit-Applications-Forms)

Noblesville. The City's residential permit guide says work such as replacing shingles or siding does not typically require a permit, while changes to roof area do. Same metro, opposite starting point from Zionsville. (Residential Permit Guide, linked from noblesville.in.gov/226/Fees-Permits-and-Public-Hearings)

Carmel. One permit typically covers a project, and the builder of record assumes responsibility for the work and inspections. If you are unsure a project needs a permit, the Building Safety office asks you to call: 317-571-2444. Carmel also posts a storm damage fee-waiver request tied to a specific emergency weather event, so ask whether it applies. (carmel.in.gov/292/Residential-Permits, forms.carmel.in.gov/Forms/stormwaiver)

Brownsburg. The Town says to email a project outline if you are unsure a permit is needed, requires two business days' notice for inspections, and warns that a project finished without a final inspection can cause trouble when selling, and that expired permits can surface in a title search. For a sale, that is a closing-calendar item. (brownsburg.org/166/Building-Inspections)

Avon and Westfield. We found no roofing-specific permit statement on Avon's or Westfield's pages. Avon's Building Department takes applications online (avongov.org/348/Building-Department), and Westfield takes inspection requests through its WeConnect permits portal (weconnect.westfield.in.gov/permits). Ask each building office directly.

The takeaway: the same shingle job can start from "permit required" in one town and "typically not" in the next. Ask before the bids come back, so the permit and the final inspection show up in each contractor's written answer instead of at the closing table.

Referring a client

Sign up as a real estate partner to get your personal referral link, then send it to your client. Otter Quotes pays a flat $200 referral fee when a referred client completes a qualifying job. It is a flat amount, not a percentage. Check your employment agreement and your governing licensing agency to make sure it is lawful for you to accept referral fees.

Otter Quotes does not inspect roofs or assess damage, does not work with your client's insurance company, and does not sell upgrades. Contractors pay Otter Quotes a fee on the accepted bid. Contractors Compete. Homeowners Win.
